Every forum post and the User Guide mention that there is an ALL states or ALL countries option when setting up shipping zones - but not in my version of the Smith Cart (v 4.67).

I have manually put every state in the US region. Then I created an Outside US region and put all countries except US in the region (and figured I could use CTRL to highlight all but the US easily).

So, I have 1 shipping method (ground), 2 regions, and then shipping methods by quantity based on region.

When I put in an item into the cart & enter a connecticut address, choose Ground & hit calculate shipping, I get:

Please enter a valid state/region and country.

UPDATE: I went into the store settings and changed the setting from Zone by Qty to Custom Ship by Qty.

HOWEVER, while I am now able to put through an order, when I put in a Connecticut ship-to address in the cart, the shipping dropdown in the cart shows Both Ground US $5 and Ground Outside US $14 to choose from. (it should just show the US)

I can post a note so that non-US customers understand that the domestic option is available, but perhaps you can detect what needs to be changed to work correctly?

Here you go. I discovered going back in that not all the states and countries were moving over into the box on the right (via ctrl & highlight). I tested it and they refuse to go.

You can see there's no ALL option.
