How to "Please enter a valid zip code and country"

Where do I modify this message "Please enter a valid zip code and country"? This occurs when the zip code doesn't exist within the shipping table.

I can't seem to find it .

I used Reflector and looked at the dll and in the version we are running it is hard coded. Hopefully we can upgrade soon.
