I have unchecked "Show Special Instructions" - I assume this is all that is required to disable special instructions.

I do not have 3rd party cc checked.

And I do not have any product level email templates either.
I suspect a glitch because when the user clicks "SUBMIT", a second email is sent and this second email has broken tokens (missing the word subtotal, for example).
If you cannot reproduce this, I have sent you a request for a test portal login via your email address.
