Shipping by order amount bug

Hi,
We have configured the store to charge shipping by order amount, so anything under £30.00 shipping is £5.00 anything over £30 shipping is free.
Steps to replicate bug:

1) Add any product to cart that is under £30
http://staging.bordertablet.co.uk/Products/tabid/90/categoryid/1/Default.aspx

2) Go to checkout page, note shipping is free and customer will not be charged shipping even though they should.

Note if you click "update quantity" on the checkout summary correct shipping is charged, it just looks like shipping is not being calculated when the page loads.
