Gift Certificates Charge Shipping!

I have been messing around for hours trying to get gift certificates to not charge shipping.

I set up a special category and then choose Free Shipping, but it still charges shipping.

I am using calculate shipping by order amount as we actually do a flat rate shipping...that would be nice if there was an option for flat rate shipping, and products had the option to check "don't charge shipping" on a product level.

When using the Shipping by Order amount Shipping option, the ability to set free shipping at the Product level isn't currently supported.
