Probably an easy one but I can't seem to find it anywhere I think it's in the cart settings but I can't find that either... So if anyone could help me in how to change the tax rate it would be great thank you very much.

In the BuyNow settings, expand the panel titled "Tax Setting" and you can set the tax rate there.

I don't see a buy now settings where is that located this is my store admin front.

You clicked the red toolbox which takes you into the "Store Admin Menu". If you click the button next to the red toolbox, the one with the checkmarks, it will take you into the BuyNow settings.
