Currently in the cart the address from step 1 (shipping) is automatically copied and populated to step 2 (billing) screen. There is no way to disable that right now. We would have to program that feature either by adding a checkbox in the cart settings to disable the copy globally or add a checkbox on step 1 where the user could choose to copy or not copy.
