The cart will not allow customers to purchase items of zero inventory, can we list certain items as will be delayed for shipping because we do not have on hand? IE still allow them to purchase, just delayed shipping on those items.

In the cart admin settings under the general cart setup section there is a checkbox titled "Enable Inventory Management" where you can toggle inventory management on/off. The cart doesnt have a custom message regarding delayed shipping just the "out of stock" message but for your products that have delayed shipping you could add that message to the end of the product name or in the product description to let your customers know about delayed shipping.
