Fixed price shipping = zero-price...

We're also having problems with the "Custom Ship Methods with Fixed Amounts". I've configured a couple of custom shipping methods, but an option to pick which one never comes up during checkout and then shipping always gets listed as "free". This is with 3.1.0

I had the exact same problem myself.

Check that all your items have a non-zero weight. You need to provide a real weight, even if you aren't using it for shipping. So if weight isn't a factor for you, just set weight (ounces) = 1.

This fixed my problem. Let me know if it fixes yours.
