I don't know if it has to do with your issue or not... but make sure all of your products have WEIGHTS of at least 1 ounce.

We have a lot of little tiny products, and shipping was going through as free if the weight was rounding to 0.

Just a thought.

Dear god you have just saved the day. I have been working on this forever. Thanks for the help. You might want to update your user document about importing products to make sure that there is a weight. Just a thought.
