This what I am trying to do.
I have 3 zones defined US, Canada, and International.
I have several different categories defined, for example videos and t-shirts.
I have defined the shipping by quantity like this
US - Videos qty 1 - 2 $5.00
US - Videos qty 3 - 5 $10.00
US - Videos qty 6 - 10 $15.00
Canada - Videos qty 1 - 2 $10.00
Canada- Videos qty 3 - 5 $15.00
Canada- Videos qty 6 - 10 $20.00
International - Videos qty 1 - 2 $15.00
International - Videos qty 3 - 5 $20.00
International - Videos qty 6 - 10 $25.00
US - t-shirts qty 1 - 2 $6.00
US - t-shirts qty 3 - 5 $11.00
US - t-shirts qty 6 - 10 $16.00
Canada - t-shirts qty 1 - 2 $11.00
Canada- t-shirts qty 3 - 5 $16.00
Canada- t-shirts qty 6 - 10 $21.00
International - t-shirts qty 1 - 2 $16.00
International - t-shirts qty 3 - 5 $21.00
International - t-shirts qty 6 - 10 $26.00

When I'm checking out I select and I have a US address and select 4 t-shirts I get get 2 options from the shipping drop down box... $10.00 and $11.00. I expected since I buying t-shirts that the t-shirt price would appear but the customer get the choice of either the video price or the t-shirt price.
My end goal would be if I bought 4 t-shirts and 4 videos that the shipping would be $21. or if I just bought 4 videos the shipping would be $10. or if I just bought 4 t-shirts the shipping would be $11.
I would be greatful for guidance on how to configure my zone shipping by quantity.
