I was wondering what happens if a user or administrator cancels an order. Does paypal post back a notice of cancelation and is that stored somewhere in the orders table or elsewhere?

Are you talking about cancelling a recurring billing subscription or just a regular order with a single payment?
In this case it would be reoccuring billing.
The cart doesnt accept a postback from paypal when a recurring billing subscription is cancelled.
