If we upgrade to paypal website payments pro, is there any way that we can get the customer billing address back when it sends data back?

When using paypal website payments pro as the gateway in the cart the user remains on your website the entire checkout and enters their billing information on the step 2 cart checkout page so yes if you are using paypal website payments pro you will have all the users billing information.
