If we upgrade our paypal account to pro, do the credit card numbers get processed on the original site? I guess my question is, if we go this route, do I need to get the website set up with an SSL certificate?

Yes you will need an ssl cert if you move to paypal pro.

I have just changed from using PayPal Standard to PayPal Pro which now works correctly for the UK. I have an SSL certificate but am unsure where I tell Smith Cart to use https:// rather than http:// for the payment page?

That's a setting in DNN not the cart. You have to go to admin/site settings and make sure that ssl is enabled. You can enforce it there for the entire site if you would like. If not, then you just enable it there and go into the page where your smith cart is, go to settings and expand advanced settings. Under other settings there is a checkbox for secure. Check that and you should get https
