I am using a trial version of smithcart. Is it possible to require login before user is asked to calculate shipping (see attached screen shot). If the user is already registered it does not make sense for the cart to ask for shipping information. Shouldn't this information be automatically populated, or am I missing something here.

Currently the Cart supports requiring logins before adding to the Cart and after you proceed to checkout. If the customer logs in before adding to the Cart their ship to information will be populated.

I will add your suggestion to the feature enhancements forum. If you would like to prioritize a feature request to the top of the list do one of the following:
