The Shipping Method Rates which are calculated are returned from USPS so if there are any deliver-ability restrictions, it is handled by the Carrier.

Is the USPS Shipping calculator offering a Shipping Method that shouldn't be available?

The ability to choose which Shipping Methods are available depending on the Ship To address entered is not currently available. If you have budget in your project and would like to sponsor a portion of the development of this ability, please send an email with a link to this post to sales@smith-consulting.com and we will provide you with a fixed quote. We quote all feature enhancements below cost since it is enhancing the module and in most cases we can start work within a week.

Currently in the Cart you have the ability to use the Custom Ship Methods By Zip Code Shipping option which will allow you to configure Shipping Rates for specific Zipcodes however the option to control the Shipping Methods returned from the Shipping Calculators is not available. I do think it would be a great and useful enhancement. I have moved your post into our Enhancement Requests forum to give other users in the SC community to team-up and/or join your Enhancement Request.
