Ship Orders section of the cart must show pay status.

Without showing the pay status (as editable textboxes), the mailroom has no idea whether they can actually send a package yet. Thus at present this section of the cart is unusable on its own.

This would be a very small but necessary fix (sorry not a "feature" for sponsoring).
