Ok, new issues. This comes after setting up a PayPal Sandbox Test account successfully with Website Payments Pro settings and setting the API credentials accordingly on Smith Cart. The Sandbox test account has a test bank account, test credit card, and is verified.
See below, in quotes, what I sent to PayPal merchant services. This is after getting a Shopping cart error...
"We couldn't complete your payment.
Status: failure
Message: Internal Error"

"Am testing a shopping cart for a client under Website Payments Pro, Test/Sandbox mode.
API Sandbox Credentials are set up on the Sandbox account, Sandbox business is verified, test bank account/credit card set up. API Sandbox credentials are set properly in the shopping cart environment.
When I get to the point to submit an order/monetary transaction, I get the message...
"We couldn't complete your payment.
Status : failure
Message : Internal Error"
I am using a test Visa Account number of 4111111111111111. I am assuming it doesn't matter what the expiration date and security code of test account credit cards are, as I've typed them in randomly each time trying to test.
If this helps, the Website is a DotNetNuke content manager Web site, and the shopping cart is what is referred to as a DotNetNuke Module, and that module name is the Smith Cart.

EDIT: UPDATE around 3:15pm local time (1:15 Pacific Time)...
Got off the phone with PayPal Merchant Services a short while ago, for whatever reason a test credit card number would not work in the Sandbox environment (I used 4111111111111111, Visa Card). That was the only issue. Basically he told me to generate a new credit card in the sandbox environment and use that.
Transaction successful in Smith Cart.
I still need to tailor thank you messages/confirmations and things like that, going to continue to do that in Sandbox mode, hopefully when I go back to the regular Website Payment Pro settings, no more issues then.
