Custom Shipping Percent Not Working

Hello Everyone,
I went through the basic install and am having problems with the shipping.
The shipping rate I need to implement is 9% with a $6 minimum.
I attempted to do this by using the Custom Methods in the Manage Shipping section.
I added the following values:

Sort Order = 1
Shipping Method Name = Standard Shipping
Shipping Method Amount = 6
Surcharge Percentage = 9
Surcharge Amount = 0
Role = All Roles
Share = Yes

In the BuyNow settings I selected the option "Custom Ship Methods with Fixed Amounts" as instructed on the top of page 213 of the Product Manual found here: http://www.smith-consulting.com/Portals/0/docs/SmithShoppingCartManual52.pdf

I am using Smith Cart Version 5.62 and DNN version 7.1.0

I added a single product then tested the checkout multiple times. The first time I tested the checkout, I saw where the checkout form has a drop down for shipping options with my single shipping method. When I select it, the shipping price is $6 flat. For some reason SmithCart is ignoring the percentage.
How do I configure the shipping to do 9% with a $6 minimum?

I wanted to update this thread to inform that I have not been able to replicate this issue in version 6.72 of SmithCart. If you are currently experiencing this issue, an upgrade to the latest version of the Cart with resolve it.
