Yes if you configured your payment gateway for paypal standard the step 2 (pay) screen is skipped because users are entered their credit card info on the paypal site. Here are a couple solutions for you to help your users:
- Use a payment gateway that remains on your website the entire checkout like paypal pro or authorize.net
- Change or remove the progress image at the top of the chekout screens in SC
