I was wondering if there is a method of allowing my users restricted access to an instance of smiths so that they could create mini online stores within my site? I'm looking at way so of adding value to my site.

Not to contradict Scott, but until the Cart has roles for "Store manager" or whatever, you would have to give your users Administrator access in DNN for them to be able to access the store menu. This is probably not what you want to do.
