Open up the SignInPage.ascx file in the Resources folder  the SmithCart Directory and find the folling line.
 
<a href="#" class="SmithLink"><%= Localization.GetString("txtForgot_Password.Text", LocalResourceFile)%></a>
 
Copy  the URL of the forgot password page for your site and paste the URL where the # is.
