Hello,
I understand your logic assuming that shipping and billing info is typically the same, but in the case where it's not and the customer enters different billing info it can be frustrating for them to have to re-enter the billing details once they are at PayPal.
The shopping experience should be as painless as possible, so why wouldn't the cart send PayPal the Billing Info if it's required and may not necessarily be the same as the Shipping details?
If it's not a bug, then I believe it's an oversight.
