I'm using version 4.93
I have noticed a behavior that I find confusing and I believe is an error. I have poured over all of the options documentation that don't see a way to address what I have found.
In my cart I have setup:

shipping and handling to the "zone shipping by weight"

defined several custom shipping methods

defined several different zones, for this example I will point out that I have his own for the state of Minnesota and another zone that includes the state of New Jersey

in the shipping – "by weight" section I have set up various line items by weight
When I do a test order I pick a product from the cart and then check out

Actually, I am not really sure the reason for this screen, what is its purpose, why does the buyer get another chance to change the address info they just entered?

Here is where the main problem is
Since they change the state my zone rules are not used. In this case they will be over charged for shipping. The rate should be $13. I can also run the problem so that the user can start with a cheaper shipping zone on the welcome screen and then change the location to a more expensive zone on the shipping screen.
I tried to attache images file (.png) and screen shots in a .docx document but I always get "An error has occured. Error: is currently unavialble" I would like present these pictures but cannot
