I have a customer who is in Canada.

When she goes to check out, the country correctly says canada, but the states populate with US states. Then the ship methods are incorrect when that happens. To fix this, if she changes her country to USA, so that it does a post-back, then re-selects Canada (so it does another post-back), the canadian provinces are then populated correctly.

What page are the states incorrect on the cart page or the step 1 page? If you look at the url it will tell you the page name step1 or cart.
